[MDC-111] simetbox-openwrt-simet-ma: geolocation glue

Create the geolocation cache, since we're moving to simet_geolocation.sh
v2 provided by simet-ma.

Call simet_geolocation.sh on boot, and also several times a day (using
the crontab).  Leave to simet_geolocation.sh to do nothing when called
too often.
